In 1999, the California Assembly passed House Resolution 32, which asked the Legislature to "consider action to revise the legal status of industrial hemp to allow for its growth in California," and advises "consider directing the University of California, the California State University, and other state agencies to prepare studies in conjunction with private industry on the cultivation, processing and marketing of industrial hemp." To date, no known research results have been released. The bill can be found here.

Hawaii

In 1996, Hawaii passed two resolutions, House Resolutions 71 and Concurrent House Resolution 63, which resolved to guide a "study on the economic potential, problems, and other related matters of growing nonpsychoactive industrial cannabis hemp as an agricultural product in Hawaii." The study was conducted, and a report was issued in 1997.

In 2001 came approval of House Resolution 72, a resolution to allow private funding for hemp industry research.
